The study was conducted from July 2014 to January 2015 at the Cavite State University-Rosario Campus, to develop a Philippine dishes application for Smart Phones. Specifically, the study aimed to: 1. design the user interface and identify all necessary inputs, process and output of Philippine dishes; 2. test and evaluate the mobile application of Philippine dishes; and 3. implement the mobile application using smartphones. Planning the design and expected output, gathering information about the recipe and place related to the system, consulting and conducting interviews on housewife, unemployed, students, teachers, I.T. specialists and mobile developer for deriving the information to complete the system. The researchers conducted an evaluation to two hundred participants including thirty two housewives, fifty three unemployed, one hundred five students, three teachers, two I.T. specialists and five mobile developers. The criteria used by the researchers are the following: accuracy of the software; consistency of the software; correctness of the software; reliability of the software; information in the program of the software; user-interaction of the software; and technical aspects of the software. The result of the software evaluation shows that the application achieves a useful tool to learn how to cook different Filipino dishes. The results from evaluation as for accuracy had a average mean of 4.36. All have a descriptive rating of "Excellent" which only means that the software is easy to use and accurate, the average mean of the consistency is 4.36. All have a descriptive rating of "Excellent" which only means that the software is consistent and well presented in terms of content, the average mean of the correctness is 4.36. All have a descriptive rating of "Excellent" which only means that the software is correct and gives exact and valid information, the average mean of the reliability is 4.05. All have a descriptive rating of "Excellent" which only means that the software is reliable, the average mean of the information of the program is 4.46. All have a descriptive rating of "Excellent" which only means that the software is clear and concise and informative, the average mean of the user interaction is 4.51. All have a descriptive rating of "Very Good" which only means that the software is user-friendly and the average mean of the technical aspect is 4.60. All have a descriptive rating of "Excellent" which only means that the software has a eye-catching design and easy to manipulate by the developers itself.
