To develop the public online-based library information system of Cavite, the design project was conducted from August 2016 to May 2017. Specifically, it aimed to: 1) design and develop the logical and user interface of the online library management system; 2) test and evaluate the online-based library information system using the ISO 9126 modified software evaluation criteria; and 3) deploy the system through internet.

The developers used the system prototyping specifically, the throw-away prototyping for the research methodology. The planning, analysis, design phase and prototyping phase were performed continuously until the system was developed for evaluation and implementation.

The system was evaluated by fifty (50) participants that were composed of IT experts, librarians, teachers and students of CvSU-Rosario. The public online-based library information system of Cavite gained a total score of 86.38/100, suggesting a very satisfactory performance and characteristics
