The study was conducted from August 2017 to May 2018 in Cavite State University-CCAT Campus to develop a mobile based first-aid and medical instructor. Specifically, the study aimed to: 1) design and develop the user and logical interface of the system; 2) test and evaluate using modified mobile application evaluation criteria; and ) implement the system into mobile phones. 3 In developing the project, the developers used the interactive model of system development life cycle method. The model includes planning, analysis, design, prototyping and system testing phase. The evaluation was conducted in the municipalities of Rosario and Tanza, Cavite and in The Peak Tower, a private company in Makati City. Respondents were selected to assess technical characteristics of the mobile application. The respondents were composed of five mobile application experts from AP Securities, Inc. and 25 end-users from the municipal health office of Rosario and Tanza. The mobile application developers assessed the system based on the functional suitability, performance efficiency, usability, reliability, maintainability and portability while the end- users focused on the usability, effectiveness, satisfaction, and context coverage ER -
