The study was conducted from January 2015 to March 2016 to developed a simulation game on students code of conduct for Cavite State University-Rosario Campus aimed to: (1) design the user interface of the application; (2) test and evaluate the mobile game application; and (3) implement the mobile game in android devices. The rapid application development or RAD was adopted to develop the system is composed of four stages namely: requirements planning, user design, construction and cutover. The developed system was tested and evaluated using a prescribe software evaluation criteria. Thirty one participants composed of faculty members, three IT Experts and Five personnel from Office of the Student Affairs and Services (OSAS) were selected to evaluate the system. The results of evaluation showed that the technical aspect of the game is outstanding having a total score got 92.74 over 100.
