The study was conducted at the different barangays of Rosario, Cavite from August 2016 to May 2017. Specifically, the study aimed: 1) design the graphical user friendly interface of the system;2)test and evaluate the system using ISO 9126 modified software evaluation criteria; and 3) implement the system in different Barangay in Rosario, Cavite through internet. In developing the research topic, the developers used the interactive model of system development life cycle method. The model includes planning, analysis, design, evaluation and system implementation phase. The website evaluation was composed of the following criteria: content, content accuracy, navigational links, layout, background and page design, fonts and choices of color, graphic and images, spelling and grammar, and functionality. The participants of the study were composed of five faculty members, five IT experts, twenty barangay secretaries and 20 residents of Rosario, Cavite. The system was evaluated by 50 participants, composed of IT experts, teachers and students of CvSU-Rosario. The Online Based Barangay Centralized Information System gained a total score of 86.60/100, suggesting a very satisfactory performance and characteristics.
